Between August 2023 and December 2024, the Nigeria Police Force (NPF) paid a total of N751.2 million to Danlokey Systems Limited for the supply of food, fuel, information technology (ICT) equipment, office supplies and training services, an analysis of spending records shows.
FIJ found that of the total amount the Police Formations and Commands paid, N209.8 million was spent on food items alone, including cartons of biscuits, sardines, Milo sachets, canned beef, and other provisions supplied over the 16-month period.
A closer look reveals troubling spending patterns. In August 2023, for instance, the Force paid N8.1 million for 30 cartons of cream cracker biscuits. However, FIJ’s market survey found that a carton of Belloxi Cream Crackers cost no more than N4,200, while McVitie’s Jacob Cream Crackers retailed between N28,000 and N33,000.
Similar discrepancies were recorded in other transactions. On sardines alone, the police paid N31.8 million for 70 cartons of Titus sardines between November 8, 2023, and September 4, 2024. On average, a carton of Titus Sardines cost between N88,000 and N96,000 at the time. If the police paid for a carton at the highest end of N96,000, it would have saved N25.1 million.
From August 30, 2023, and July 9, 2024, the police paid Danlokey Systems Limited N30.5 million for 86 cartons of Cream Crackers Biscuits. At the McVitie’s highest price of N33,000, the police spent N355,343 for a carton of Cream Crackers — by far over 100 per cent of the same biscuit. If the police spent this money on Belloxi Cream Crackers which is N4,100 at most, it means the police could have saved over N30 million.
In the same vein, the police paid Danlokey Systems Limited a whopping sum of N25.2 million for — guess what — 31 cartons of canned baked beans. On December 26, 2023, the police paid N8.5 million for a carton of canned baked beans. On July 17 and September 4, 2024, the police paid N8.2 million and N8.3 million respectively for 15 cartons of canned baked beans.
The spending records also show that the NPF allocated massively inflated sums for sachets of Milo drink powder. Between December 2023 and December 2024, the police purchased more than 30 cartons of Milo four times for a combined N33.9 million.
On December 26, 2023, the police paid N8.7 million for an unspecified quantity of Milo. On July 9, October 7 and December 30, 2024, the police bought 10 cartons each time for N8.2 million, N8.5 million, and N8.5 million respectively. By the police’s records, it spent N851,942 per carton of Milo, when in fact, it cost way less than N50,000 at the time.
FIJ also found that the police paid Danlokey Systems Limited N23.1 million for 200 cartons of Owens Rich Biscuits. Market prices say a carton shouldn’t cost more than N5,000 but the police insisted it costs over N100,000.
More records show that the police paid the same company N16.6 million for 150 cartons of Geisha in 2024. The police also paid Danlokey Systems Limited N8.7 million for 110 cartons of Digestive biscuits in November 2024 and N8.1 million for 10 cartons of Hobnobs biscuits in May 2024.
On December 26, 2023, the police bought 15 cartons of Cornflakes for N8.6 million. This means it paid N574,242 per carton of cornflakes. A few months later, on April 16, 2024, the NPF paid N7.7 million for just one carton of Peak Milk.
On April 17, 2024, they spent N8.2 million on 12 cartons of Ovaltine, and barely a month later, on May 17, 2024, they spent N8.2 million on just one carton of Lipton tea. On July 11, 2024, the police bought 20 cartons of canned beef for N8.2 million.
FIJ found that Danlokey Systems Limited was registered with the Corporate Affairs Commission (CAC) on January 4, 2023. It is owned by Oranyendu Chukwudi Samuel and Chukwudi Chioma Daniella.
